Plumas National Forest Agreement Pathway
Current Status
Emergence is pursuing a formal agreement with the USFS Plumas National Forest / Feather River Ranger District for access to dead standing timber and hazardous non-merchantable biomass on federal lands.
Agreement Type
Grants and Agreements (GNA) process. The anticipated agreement term is 10-20 years through a Master Stewardship Agreement framework.

Loren Everest, District Ranger, Feather River Ranger District. Forest managers Eric Murphy and Jose Rodriguez are responsible for inventory quantification.
Feedstock Inventory (Preliminary Estimates)
- Total Wildfire Crisis Strategy Landscape designation: several hundred thousand acres
- Estimated accessible acres (30-40% of total): approximately 140,000 acres
- Estimated yield: approximately 80 BDT per acre
- Total estimated available feedstock: approximately 11.2 million BDT
Quantification Request
A formal request has been sent from District Ranger Loren Everest to his forest managers (Eric Murphy and Jose Rodriguez) to provide quantified estimates of:
- Total dead standing timber volume within the district
- Accessible acres and terrain classification
- Existing and planned treatment units
- Available volume by species and condition
- Harvest scheduling and seasonal constraints This data will populate the Feedstock Security section of the data room.
Historical Context
Emergence has an existing contract relationship with Butte County RCD on Plumas National Forest ($17M project; documentation available upon request).
